Tawny Grosskreutz: The Small Business Act states that a small business concern is "one that is independently owned and operated and which is not dominant in its field of operation." SBA has a section called Office of Size Standards that defines the appropriate size for a small business. The size standards are broken by NAICS industry classification and are based on two things (a) size standards in millions of dollars; and (b) by number of employee.
