Can a person without a teaching license get a Masters in education?

Virgil Menefee: Yes - anybody can get an MA in education - having a teaching license does not matter. Some MA programs include the courses you need for your licensure.

Robt Heemstra: Yes, many people (unfortunately) have Phds and work at the Department of Education who never have had a teaching license and have never taught school one day in their lives.

Elmo Tervo: Yes. In fact, there are a lot of masters in teaching programs specifically designed to transition people into teaching, who are not now teachers.
